Until recently very little competencies and responsibilities have been given to the 11 provinces and 248 districts. Decision making processes and management has mainly taken place mainly at central level. There is a general consensus that decentralization of competencies, planning, budgeting and management of resources to provinces and districts within public administration is critical to the success of the development of Mozambique. The last years the government has embarked on a process of gradual decentralization. The focus on supporting good local governance is consistent with government policies and the on-going reforms.

Norway funds a decentralization programme in partnership with UNCDF/ UNDP in one of Mozambique’s Northern Province, Cabo Delgado. The program replicates the methodology of the decentralization project in Nampula Province. The current program’s overall objective is to contribute to poverty reduction through improved local governance in the province, but the immediate objective for the project will be to increase rural community’s access to basic infrastructure and public services. This immediate objective will be reached through sustainable and replicable forms of decentralized, participatory planning, budgeting, financial and public management. The project is funded by UNCDF and Norway, and runs from 2002 – 2008. The total amount of Norwegian support to the project is NOK 38 mill.
