Memorandum of Understanding

"Norway and Mozambique have engaged in a long standing development cooperation. The Memorandum of Understanding (MoU) is an intrument to strengthen and develop the relations between our respective Governments and to establish and overall framework for our development cooperation."

This is the first paragraph of the MoU between Norway and Mozambique. The MoU is the most important document for Norwegian Development Cooperation in Mozambique. All project agreements relating to the bilateral cooperation is based on this Memorandum.

The MoU is based on Mozambique’s Poverty Reduction Action Plan for 2006-2009, Plano de Acção para a Redução da Pobreza Absoluta (PARPA II), and is in line with the Five-Year Development Programme of the Government, Programa do Governo (2005-2009).

This is in accordance with the Paris Declaration on Aid Effectiveness, and  Norway will provide more predictable and multi-year commitment on aid flows. The harmonisation work has been taken further through making the poverty strategy PARPA2 and the Performance Assessment Framework (PAF), the common points of reference for Government and donors.

The first Memorandum of Understanding was signed in 1997. The current MoU was signed by the Norwegian Minister of Environment and International Development, Mr Erik Solheim and the Mozambican Minister of Foreign Affairs and Cooperation, Mrs. Alcinda Abreu in February 2006.
