Norway aims at becoming carbon neutral by 2050 by significantly reducing its own greenhouse gas emissions and offsetting the remaining through the purchase of emission reductions world-wide. Norway has also decided to over-fulfil its commitments for emission cuts under the Kyoto Protocol by 10 per cent, corresponding to 5 million tons of CO2- equivalents annually in the period 2008-2012.
The Ministry of Finance is authorized to handle purchases of project based units under the Kyoto Protocol (Certified Emission Reductions, CERs and Emission Reduction Units, ERUs) on behalf of the Kingdom of Norway. The ministry will also handle sales of European Union Allowances (EUAs), subject to the formal implementation of the EU Emissions Trading Directive in the agreement on the European Economic Area.
